If you look at the CSGO rankings, you'll see trends, which indicate where players might go over the long term. For example, if a player has had a poor showing against good competition recently, they might have a chance to climb back up the ladder due to their recent showings against good competition. If they keep on putting up good numbers against bad competition, they might very well go move up the rankings again.

There are more advanced methods of improving your CS GO skills, but this will give you a good foundation for where to start.
